University of Latvia
The University of Latvia stands among the most internationally acclaimed higher education institutions in Latvia, rich in traditions rooted in history. With development of its Academic Centre, the University of Latvia marked its centenary as a recognized state-of-the-art study and science centre of the Baltics and Europe.
The UL is the largest higher education institution in Latvia in terms of the number of students. Study programmes of all levels, leading to bachelor’s, master’s, doctoral degrees, are offered here, encompassing 28 scientific disciplines and 22 fields of studies.
The University of Latvia implements full-time and part-time study programmes in Latvian and English.
The university provides professional and academic bachelor’s and master’s programmes, as well as doctoral programmes taught in its 13 faculties, offering higher education in humanities and educational sciences, social sciences, law, exact sciences, life sciences and medicine.

University of Liepaja
There are 4 faculties at the University of Liepaja: Faculty of Science and Engineering, Faculty of Humanities and Arts, Faculty of Pedagogy and Social Work and Faculty of Management and Social Sciences. More than 30 high quality study programmes are offered in these faculties on bachelor, master and doctoral level. Some of these programmes offer full cycle education starting from bachelor and ending with PhD. One of such doctoral study programs is “E-learning Technologies and Management” implemented in cooperation with the Riga Technical University.

Rezekne Academy of Technologies
Rezekne Academy of Technologies is a state founded university type higher education institution with international accreditation. Its roots go back to 1925.
The aim of RTA is to provide academic and professional higher education in compliance with the science development level and cultural traditions of Latvia being competitive in the European education space, developing studies and research in 14 study fields.
The mission of RTA is to provide an opportunity to achieve academic and professional higher education, do fundamental and applied research in educational science, humanities and arts, social science, information and communication sciences, engineering, manufacturing and construction.
There are three faculties at RTA: Faculty of Economics and Management, Faculty of Engineering, and Faculty of Education, Languages, and Design offering more than 50 bachelor, master, and doctoral study programmes in Latvian and 14 programmes in English.
RTA implements several projects co-financed by the EU programmes involving academic and general staff and students. Having more than 185 cooperation partners from 31 countries, RTA promotes high mobility of academic staff and students (2nd-3rd place among all higher education institutions of Latvia).
Centre for Lifelong Learning (CLL) is a unit of RTA and its goal is to promote lifelong learning ensuring the continuation of previously acquired education and development of education according to the requirements of the labour market and customers` interests. CLL offers foreign partners traineeships and further education programmes in English and Russian.

Rīga Stradiņš University
Riga Stradiņš University (RSU) is a modern, prestigious university recognised in Europe and the world, where the main value is people and that provides research-based, high-quality and exportable higher education. In nine faculties besides medicine and heath care, already more than 20 years are offered very demanded study programmes in social sciences – political science, law, business management, communication, sociology and other.

Riga Technical University
Riga Technical University (RTU) is the largest technological university in the Baltic States, with important industrial relationships, a multi-disciplinary technological base and international connections. RTU with 9 faculties, 35 institutes and about 15,000 students at present serves the needs of rapidly growing industry of the Baltic region. RTU is focused on becoming a third-generation university that not only provides high quality education, but also conducts advanced research and ensures innovation and technology transfer, practically implementing scientific discoveries. The RTU Distance Education Study Centre (DESC) was founded in June 1997 with the aim to develop lifelong learning and distance learning and perform research on eContent/eLearning related knowledge technologies. DESC administer Master program “E-learning Technologies” and PhD program “E-learning Technologies and Management”.

Ventspils University of Applied Sciences
Ventspils University of Applied Sciences (VeUAS) is a modern state higher education and science institution, which is developing in a dynamic manner, guaranteeing the possibility for students to acquire qualitative higher education and professional skills, and carrying out significant research work, for which the university has become internationally recognized. Altogether, 14 bachelor’s, master’s, and doctoral study programmes are available at the University of Applied Sciences – in programming, in electronics, in business management, in translation studies, in linguistics, in intercultural communication.
Engineering Research Institute “Ventspils International Radio Astronomy Centre” of VeUAS has been named one of the 15 best and internationally competitive scientific institutions in Latvia in the international science rating, organized by the Secretariat of the Nordic Council.
VeUAS is working on developing MOOC (Massive Open Online Courses) courses and developing a strategy to integrate such curriculum content into the study process. An interactive digital classroom has been created that will provide functional support to support remote learning. Work is underway to develop a technical manual that will help trainers become familiar with classroom technology as well as guidance on how to use these technologies in the learning process.

Vidzeme University of Applied Sciences
Vidzeme University of Applied Sciences (ViA) offers high-quality and flexible study programmes that successfully balance theory and practice. These are adapted to the current needs of society and changes in the labour market. The quality of the studies is ensured by experienced and professional teaching staff, advanced study methods, as well as by students who know what they want to achieve and how to succeed.
ViA Knowledge and Technology Centre (ZTC) aim is to transfer university intellectual potential, technologies and innovation to the economics and to promote access to lifelong learning in the Vidzeme region. ZTC mission is to strengthen the trilateral cooperation between universities, industry and local government institutions with a common aim to promote innovation, competitiveness and regional and general economic development.
Knowledge and Technology centre is department of Vidzeme University of Applied Sciences that has been established on 1st of September 2014. ZTC has overtook the services of Vidzeme Lifelong Learning centre that offers different formal and non-formal education programs.

Riga 1st Distance Education High School
Riga 1st Distance Education High School (R1TV) is the largest private distance learning school in Latvia with more than 1300 students. R1TV offers both elementary (grades 7-9) and secondary (grades 10-12) education. The whole learning process takes place in an electronic environment eSkola. In parallel, various individual and group face-to-face and off-site counselling sessions are offered. Distance education is for those who for various reasons are unable to complete their on-the-job knowledge or have not completed their prior studies. R1TV can start training anytime by filling out the application form on the website.

Riga Distance Education Secondary School
Riga Distance Education Secondary School is the first registered distance secondary school in Latvia founded in March 6, 2009. The school offers to study the following programs:
- Basic Education Distance Learning Program of the 2nd level (Grade 7 – 9)
- Secondary Education Distance Learning Program in Humanities and Social Sciences (Grade 10 – 12)
- Secondary Education Distance Learning Program in General education (Grade 10 – 12)
- (new since 2016) – Secondary Education Distance Learning Program with basic skills in computer programming (Grade 10 – 12)

The school is located in the centre of Riga, near the Central Railway Station and the bus terminal, with easy access to the city’s public transport.
The school educational process takes place in the form of distance learning, characterised by specially structured teaching materials, individual learning rates, and the use of various technical and electronic means of communication.
The technological provision of the educational process is based on MOODLE software. The software is updated regularly to ensure a full and interesting learning process.
Now, 914 students are studying at the school, 221 of whom undertake the Elementary education programme and 673 – the secondary education programme.

Senior Researcher and professor (till 2018) in the faculty of Electronics and Telecommunications of the Riga Technical University.
In distance learning since 1993. Managed introduction of the distance education in Latvia Education Contact Point. Participated in creation of the Distance Education Centre of Latvia in 1996 and the Head of the Board since 2015. Has been organizing courses and workshops on distance education and e-learning methodology and technology, as well as have developed course materials. Have been participating in many projects as distance education expert, as well as project manager.
